Elder Frank B. Scott was born in Crawford, Mississippi. He is the husband of Wenda D. Scott and the father of Charlotte E. Scott. He moved to Georgia in 1996 after working in the Flint Community School system in Flint, Michigan for 30 years. He worked as a teacher, a counselor, and a school social worker. Presently, he has been accepted to receive his doctorate degree in Biblical Counseling from Trinity Theological Seminary.

He was ordained Elder of the Church of God in Christ under the auspices of Bishop P. A. Brooks in Detroit, Michigan in 1989. While an active member of Harris Memorial Temple C.O. G. I. While still in high school, the faithfulness of Frank was evident, and he was appointed to act as superintendent during the illness of the presiding superintendent.

The theme of Elder Scott life is Galatians 2:20; "I am crucified with Christ: nevertheless I live: yet not I, but Christ liveth in me: and the life which I now live in the flesh I live by the faith of the Son of God who loved me and gave Himself for me."
