"Who are you holding as hostages, John?"
"Oh, just a few people. Mayor Fontana, Deputy Mayor Napolitano, City Council President Feinberg and a few other dignitaries and assistants. But I assure you they're all fine."
Ray wanted an idea of what he was up against, and Kowalchuk was more than happy to oblige. But Ortiz wanted more than just a headcount. "For what purpose?"
"I'm glad you asked that question…uh…Ray, was it?"
Ray sighed in acknowledgement. At that point John carefully removed a folded piece of paper from the left breast pocket of his suit jacket. Mayor Fontana found it rather odd the way Kowalchuk opened the paper as if it were some gilded document. Kowalchuk cleared his throat so he could speak clearly for all to be heard. He began by announcing that the following stipulations were 10 commandments that had to be carried out. In hearing this on speaker, Anthony Harrison made a remark questioning if Kowalchuk thought he was Moses. Ray angrily placed his left index finger over his mouth at Anthony, instructing his fellow agent and the others to keep quiet while John rambled on. Meanwhile, Cindy Colton was standing nearby to jot down John's demands.
