Philly, in his early years discovers prejudice and life on the streets of Newark. Unlike most of his crowd, Philly has a sixth sense about trouble and stays out of serious harm. This sixth sense becomes very valuable when as a young man he develops a business partnership with Mafia Leader Mario Lombardo - The Fox.
Having come into control during the time of Lucky Luciano, The Fox has developed his own style of running things, which keeps him out of the limelight and prison. Over the years, Philly realizes how powerful Mario is and the connections he has within the law, FBI, and government. People come to Philly requesting meetings with Mario to ask for favors from needing assistance breaking into show business to making incriminating documents disappear or how to solve problems or how to get dogs to stop digging up bodies to territorial disputes. The five families do nothing without Mario's blessing. He can have anything he wants, but chooses to live a moderate life spending only as much as what he can account for as legitimate business ventures.
Through Mario, Philly is tested for weakness, after all, a man can be controlled by his weakness and can then be taught the psychological workings of the Mafia. Only Philly has a hard time dealing with his own temper and using the little people to do the dirty work. Philly is later offered to be made into the Genovese Family. Because of his wife and young children, he refuses, to Mario's disappointment.
Mario makes things difficult for him, but Philly stands firm with his decision. Philly reigns as Mario's trusted friend and confidant until Mario's death.
