Washington D.C., once the power seat of the continent with its vibrant history, elegant restaurants and ambitious shopping malls, still sat smoldering in radioactive ruins in the fork of the Potomac and Anacostia Rivers, that had once had a population of nearly four million in the metropolitan area but all had been incinerated in the initial blast. The death of a beloved President Schwarzenegger, the First Family, the destruction of the White House, Congress, the Lincoln Memorial, The National Archives and other historic government buildings and monuments, and the deaths of so many Americans had shocked the nation and the free world. Immediately following the attack Americans everywhere had sunk to their knees in grief and cried in anger as the United States armed forces went to DEFCON 1, standing orders that had been issued by the former President to the surviving Joint Chiefs of Staff, who just happened to be underground at NORAD, and where in an emergency mode, at least a part of the United States government could still function. At the beginning of the late President Schwarzenegger’s first term, a time when terrorism had already escalated beyond belief; he had enacted in secret, a small contingent of selected congressmen and women who would make up the new government following a nuclear attack on Washington. Complete with an acting President, Cabinet and Staff safe within an underground bunker, this initiative had become effective during a time when the world’s terrorism crisis seemed to be continuously escalating…bringing the world to the brink of chaos. It was these selected few who were on schedule to be near the NORAD installation at the time of the devastating attack that killed millions and completely wiped out the working government. Luckily, the late President had foreseen such an attack during the escalating terrorism crisis that had gripped the world for more than fifty years. Cheyenne Mountain was nestled in the Rocky Mountains that stretched south to north through the western end of Colorado. Inside this particular mountain just outside of Colorado Springs, a hardened facility had been established during the nineteen-fifties by the United States and Canada. NORAD had become the country’s seat of power practically overnight after the annihilation of Washington DC. Six months following the attacks on Washington, London and Tokyo, elections were held and new leaders given the responsibility of saving the world. The new American President, Sarah Jane Harper, having been officially elected as the fifty-seventh President of the United States during a time of world crisis welcomed Great Britain’s newest Prime Minister Lionel Morrison and Japan’s recently appointed Prime Minister Junichiro Koizumi to the site of the nation’s new and heavily guarded Capitol: Denver, Colorado. Work had already commenced after the final decision by the new Congress as to the location of the new White House and the working facilities of the United States Government. The site had been chosen due to its close proximity to NORAD and the Rocky Mountains for a backstop. The height of the mountain range would provide better protection, as well as the ability to construct more hardened facilities deep inside the mountains. One of the first things President Harper enacted, using her Executive Power as President, was the formation of a new government-backed covert organization known as CitFis: Counter-Insurgent Terrorist Force & Intelligence Service. This Top Secret, Black Ops covert military organization was organized as a stealth weapon in the offensive war on terrorism, with an annual budget in excess of five hundred million dollars. President Harper appointed her longtime confidant and friend Admiral Lorena Janette McFarland as director of this top secret agency. Lorena was a former Navy Seal Unit Commander, Joint Chief and former National Security Advisor to the late President Schwarzenegger. Before Lorena left the temporary building that served as the Oval Office, she thought it would be best to get clarification of this new agency’s mission. “Sarah, I understand the purpose for this agency, but what of the agency’s mission? Could you clarify that mission?” Asked Lorena as she sat there looking at the budget priorities. “Your mission is to root out plots of terror and exterminate any terrorist plotting to cause acts of terror upon humans or property anywhere in the world. This is strictly black ops Lorena, you will report directly to me and no one else. And I can’t stress this enough…if any of your team is caught, we will disavow all knowledge. Do not get caught. Understood?” “Yes, Madam President.”
