SELECTING OFFICERS FOR INTERROGATION / COMMITTEES OF ENQUIRY
The selection of persons to conduct interrogation or sit on a Committee of Enquiry or other investigative Committee requires much caution. Any carelessness here can ruin the future of innocent people or suspects, to say the least.
In certain situations Officers are just chosen by virtue of their high ranks; sometimes too, it is done in accordance with “who can sing the master’s song well”. In other cases selection is determined by political affiliation or one’s fraternity with the ruling government and such likes.
Such choices, without prejudice, may not be the best. Competence may be lacking and truth can be compromised for such ‘expediencies’. Mind you, at the end of the day it is the efficient and effective job done that matters, if indeed one means business, and does not go by the “let’s do something to represent something” syndrome.
When one wants to select Officers for interrogation, he needs to determine what the real import of the exercise is. One needs to carefully consider certain basic factors in strict relation to the specific subject matter in question and the ‘ultimate’ purpose of that particular interrogation.

About the Author
Author Anim-Danquah Emmanuel is an internationally trained professional in Intelligence, Counter Intelligence and Criminalistic Investigations. He directly worked for over twenty (21) years for the government of Ghana at the Bureau of National Investigation (BNI), Ghana’s Internal Intelligence Agency, the Ghana Immigration Service and the National Security Council of Ghana.
At the BNI he served as a District Officer in various parts of Ghana, with several additional responsibilities. He was in charge of intelligence operations and complex investigations at the Ghana Immigration Service. At the National Security Council of Ghana he handled “Special Duties”.
He has extensively worked through simple and very complex investigations for many years. He was a Lecturer for a number of years in Intelligence and Investigations at both the Ghana Immigration Service Training school (for Junior Officers) and Academy (for Senior Officers) respectively.
He is currently a Consultant on security matters, with “International Migration Concerns” a Consultancy Firm based in Tema, Ghana.
He is also the Author of The Art Of Investigation and A Handbook On Investigation.
