About the Author

Following service in the federal government and 19 years in private law practice in Washington, DC, Paul M. Ruden concluded his career as Executive Vice President for Legal & Industry Aff airs for the American Society of Travel Agents (now …Travel Advisors). His responsibilities included ASTA’s internal and external legal activities, industry policy, lobbying for state and federal legislation, consumer aff airs and media activity. During his 48-year career in Washington, he observed closely the making and breaking of laws and the process of national politics. Ruden was often called to testify before Congressional committees on consumer, travel and airline-related issues. Ruden authored numerous articles in industry publications throughout his career and produced hundreds of travel industry-related legal briefs, rulemaking comments, articles and commentaries. In June 2001, the Speaker of the House of Representatives appointed Ruden one of the nine commissioners of the National Commission to Ensure Consumer Information and Choice in the Airline Industry. In 2001 he also served on the Department of Transportation Air Carrier On-time Reporting Advisory Committee. In 2008, by appointment of the Secretary of Transportation, Ruden served on the DOT National Task Force to Develop Model Contingency Plans to Deal with Lengthy Airline On-Board Ground Delays. Ruden graduated from Yale University with a Bachelor of Arts degree cum laude and earned a J.D. degree from Harvard Law School.
